Seventeen Cairo-based groups have sent a letter to the head of the International Monetary Fund and Egyptian prime minister to express their rejection of a proposed $4.8 billion loan being worked out by the two sides. The groups say in their letter sent Monday that the terms of the agreement have lacked full transparency and that in the absence of an elected parliament, the president holds full legislative authority without oversight.
