A brutal rape of the 23-year-old student last month set off protests in New Delhi and sparked a national debate about the treatment of women across the country and the inability of law enforcement to protect them. Indian Home Minister Sushilkumar Shinde announced a special recruitment drive for women police officers earlier this month and ordered every police station in the capital to be staffed by at least nine female officers to make them more attentive to women’s needs.
